How do I make personal Distribution Lists in Outlook?

Open Outlook. 

Select the arrow next to the NEW button and choose from the list DISTRIBUTION LIST.

Enter the name of the list.
Select members by using the SELECT MEMBERS button.
Select from your contacts in the left pane, and press the MEMBERS arrow button to put them in the group.

TIP!

You can select more than 1 at a time the same way you select multiple items in all Windows programs:
    - Click the left mouse button on the first in the list and hold down the SHIFT key
    - Select the last one with the left mouse button, and release the SHIFT key
OR
    - Click the left mouse button on the first in the list and hold down the CTRL key
    - Select additional items until you are finished, and then release the CTRL key.

Once all the members are in the group, click SAVE AND CLOSE.
To use the list, select the TO, CC, or BCC button in a new email, and find the list in your contacts and add it using the appropriate button.
 
You can edit your list at any time by finding it in your Contacts folder and double clicking it.  You can add people the same way you see here.  To remove someone, use the DELETE key.
