"Virtual Memory Minimum Too Low : Your system is low on virtual memory. Windows is increasing the size of your virtual memory paging file. During this process, memory requests for some applications may be denied." on Small Business Server 2003 (SBS 2003)
This error appeared on an SBS2003 after a restart for no apparent reason.  The system had 4GB and a 6GB pagefile and had been running fine for years.

The cause was a bad registry entry, outlined here:
